The Public Procurement Bureau is a body of the state administration within the Ministry of Finance, as well as a central body responsible for coordination and monitoring of the public procurement system in the Republic of Macedonia. The Public Procurement Bureau has a regulatory function, advisory function, organization of trainings, monitoring function, operational-development function, as well as cooperation with international institutions and other foreign entities for matters related to the development of the public procurement system.

Target Communications had the task to make a functional analysis that aims to determine the functions performed in the institution and to determine the contribution of certain functions to achieve the goal of this institution, i.e. proper direction of activities in order to achieve the set priorities. The organizational set-up was reviewed and pointed out the possible need for its restructuring, in order to increase efficiency.
